The programme builds no tender platform
Bid evaluation stays exactly where it is, inside the existing Ministry of Planning process. The programme adds two things after award: independent verification of the outcome, and settlement of what becomes eligible. Whether the existing process will carry those two steps has not been confirmed, so settlement currently has no lawful route into a contract.

The outcome is specified as completed, connected, occupied and affordable homes, rather than as construction milestones.

Verified outcomes create an eligible obligation, capped by the lowest of eight limits, discharged by whichever method Government adopts.

Permitted before the determination
- Preserving evidence, reconciling sources, registering claims
- Appraising the alternatives and modelling them neutrally
- Approaching external authorities to obtain the determinations
- Drafting specifications as requests for confirmation
- Building a simulator, provided it models every candidate mechanism
Blocked until the determination
- Presenting any rulepack as adopted policy
- Procuring or building a production platform
- Announcing the instrument publicly
- Committing to any investor
