Binding constraint. No household could finance the purchase
The Housing Fund cannot lawfully finance the purchase of a developer-built dwelling. The mortgage channel therefore contributes nothing to demand, and household purchasing power binds the funnel.

Most of the available improvement comes from charging for serviced land and competing the support, not from how the support is finally settled. The settlement instrument is one conditional layer, and it is the part Government has not decided.
